When developing websites you must do so “locally” on your pc or mac for speedy development. You can of course open any .htm files locally from your web browser, refreshing every time you make a change to the code you’re developing. However this doesn’t work when developing PHP websites. .php files which require server requests. For this you will need to set your computer to emulate environment of a server running Apache, MySQL and PHP. MAMP does this for you.
